Dartmoor National Park Authority has appointed Tom Surrey as its new Chief Executive, with the role due to begin in March 2026.

The appointment brings to a close a lengthy recruitment process triggered by the decision of long-serving chief executive Kevin Bishop to step down after 18 years leading the authority.

Dr Bishop, who described the post as his “dream job”, announced his departure earlier this year, prompting tributes from members who praised his leadership and long-term commitment to Dartmoor.

As previously reported by The Moorlander, authority members voted to spend £30,000 on an executive recruitment firm to find a successor capable of steering Dartmoor through what were described as “challenging” times. 

The search came amid growing pressures on national parks, including funding cuts, climate change, nature loss, farming uncertainty and rising visitor numbers.

The Moorlander also previously reported that the chief executive role carried a salary of up to £111,547, with the authority seeking an “inspirational and strategic leader” with the credibility and experience to guide Dartmoor through a period of transformation. 

At the time, members highlighted the need for strong leadership as the authority faced ongoing debate about land management, public access and the future of farming on the moor.

Mr Surrey joins Dartmoor National Park Authority from the Department of Health and Social Care, where he has spent the past five years as Director of Adult Social Care Workforce and Policy.

His Civil Service career spans more than two decades and includes senior roles at the Department for Environment, Food and Rural Affairs, where he worked on policy and legislation relating to National Parks, forestry, common land and rights of way.

On his appointment, Mr Surrey said: “Dartmoor is an exceptionally special place and one with which I have a lifelong connection. I am absolutely delighted to have been appointed as Chief Executive for the Authority.”

He added, “As we celebrate Dartmoor National Park’s upcoming 75th anniversary, and all the achievements of the past, we must also look ahead. The principles that led to the creation of our national parks remain as important today as they did at their foundation.”

Chair of the authority William Dracup said the appointment followed a rigorous selection process and welcomed Mr Surrey’s enthusiasm for the national park and the role.

“His passion for Dartmoor and extensive experience will be invaluable as we look to the future. I and the Authority Members at Dartmoor National Park warmly welcome Tom and look forward to him joining us in March.”

Dr Bishop will remain in post until Mr Surrey formally takes up the role next spring, ensuring continuity of leadership.
