Dog fouling complaints surge across Torridge

Council urges public to report offenders as patrols increase and fines of up to £1,000 loom for repeat rule-breakers

Dog fouling complaints have risen sharply across Torridge, with the district council reporting a 22 per cent increase over the past year.

In 2024/25, Torridge District Council received 90 complaints about dog mess, compared to 74 the previous year. 

The issue is described as a “serious problem” affecting parks, pavements and public spaces across the district.

Under the Public Space Protection Order (PSPO), it is an offence not to clean up after a dog on public land. 

Anyone caught can be issued with a £100 Fixed Penalty Notice, while repeat offenders may face prosecution and fines of up to £1,000.

Neighbourhood Officers regularly patrol the district and are authorised to issue fines not only for dog fouling but also for littering. 

Leaving bagged dog mess behind is also considered a littering offence.

Staci Dorey, Head of Legal and Governance and Monitoring Officer at Torridge District Council, said: “Whilst our Neighbourhood Officers report that the vast majority of dog owners they encounter are responsible and carry dog poo bags, it appears that a small minority of dog owners fail to pick up after their dog. This inconsiderate minority not only cause a substantial public nuisance but tarnish all other dog owners by their behaviour.”

The council is urging residents to report dog fouling incidents through its website, and say they will act on any public reports where a witness is willing to provide a statement and attend court if needed.
