A new proposal for the development of approximately 220 homes in Barnstaple has stirred mixed reactions within the community.
The plan, put forward by Hallam Land, includes affordable housing, a local shop, community facilities, and extensive public open space at Old Bideford Road.
As part of the proposal, Hallam Land is actively seeking feedback and comments from local residents until August 27.
The site in question is located adjacent to the built-up boundary of Roundswell and is near the recently developed Glenwood Farm area.
According to Boyer Planning, who is overseeing the consultation, the North Devon and Torridge Local Plan identifies Barnstaple as a crucial area for new housing and employment, making this location a logical extension of the existing settlement.
Boyer Planning emphasised the potential benefits of the project to the Gazette, stating: “The North Devon and Torridge Local Plan identifies Barnstaple as the key location for new housing and employment in the sub-region. The Site lies adjacent to the built-up boundary of Roundswell and next to the recently constructed Glenwood Farm development and would represent a logical extension to the settlement. It provides an opportunity to deliver much needed housing (both open market and affordable) for the local community, supplemented by areas of open space and a local shop.
"Promoting health and wellbeing is a fundamental aspect of the design; walking and cycling will be prioritised by providing a variety of routes within the development. Over 40 per cent of the land will be public open space (in the form of allotments, green linkages and ecological corridors).”
Despite these assurances, the proposal has not been universally welcomed.
Local resident Darren Burnham expressed significant concerns after learning about the project through a flyer.
Mr Burnham argues that the plan is not part of the current North Devon and Torridge Local Plan and criticises what he perceives as a lack of understanding of the strain on public services in the area.
He said: “The plan mainly lacks the supporting infrastructure such as dentists, doctors, hospitals, roads, etc., which are already struggling. This is even before the planned developments from the North Devon and Torridge Plan (2011-2031) are complete, let alone trying to add even more houses outside this plan.”
Mr Burnham also highlighted issues related to transport, particularly the risks associated with cycling on Old Bideford Road, where haulage vehicles frequently operate.
He noted that bus services are limited in the area, casting doubt on the viability of the transport claims made by Boyer Planning.
