Walking and cycling improvement plans gain council approval for Devon areas

Devon County Council’s Cabinet has given the green light to comprehensive Local Cycling and Walking Infrastructure Plans.

Barnstaple, Bideford, and Northam will see four walking and six cycling proposals to create a comprehensive active travel network.

Devon County Council’s Cabinet has given the green light to comprehensive Local Cycling and Walking Infrastructure Plans (LCWIPs), outlining ambitious priorities for cycling and walking improvements across key areas of the county. The approved plans cover Exeter, Teignbridge, as well as Barnstaple, Bideford, and Northam, setting the stage for developments over the next 10 to 20 years.

These LCWIPs position the county council strategically, enhancing its eligibility for government funding for walking and cycling initiatives. The plans also aim to leverage external grants and serve as negotiation tools with developers. 

Prioritisation of schemes within the plans is based on factors such as the potential impact on encouraging more people to walk or cycle. Considerations include the existence of alternative routes, the role in key journey types like travel to school or work, and attracting developer funding due to planned growth in specific areas.

Councillor Stuart Hughes, Devon County Council Cabinet Member for Highway Management, expressed satisfaction with the review of the LCWIPs, emphasising the plans’ ambition and long-term investment priorities. He highlighted the benefits these plans bring, including support for health, wellbeing, access for all, and economic growth.

While the plans have received approval, it’s important to note that their inclusion doesn’t guarantee immediate implementation. Detailed design, public consultation, securing necessary third-party land, and formal approval for construction are still required after securing funding. Nonetheless, the approved LCWIPs mark a significant step toward fostering sustainable and active transportation across key regions in Devon.
