INDEPENDENT county councillor Rodney Cann described the Government's decision on unitary authority status as the "worst case scenario" for Devon.
Exeter is to be given unitary authority status, leaving the rest of Devon with the current two-tier local government system.
Mr Cann said: "It could be an economic disaster waiting to happen in the rural rump of Devon deprived of its natural capital and main economic driver.
"But we must roll up our sleeves and make it work. It will mean close co-operation between the district councils and the county council.
