TORRIDGE District Council will shortly be holding a by-election to fill a vacancy in the Hartland and Bradworthy ward left by the death of longstanding councillor Bill Pillman.People who are 18-years-old or more and live or work within the Torridge district may be eligible to stand. Nominations must be in by noon on Friday, February 13.
