A £15 million plan to build a care village complex at Northam has been rejected by Torridge Councillors.Around 70 members of the public packed the committee room this afternoon (Thursday) to watch as the plans committee threw out the proposal by eight votes to one, even though officers had recommended approval with conditions.The Raleigh Hill scheme, from Marchmont Ltd, sought to create a complex of 84 retirement apartments plus a care home and communal facilities.Torridge District Council had received 239 letters of objection, mainly concerning fears for an increase in traffic, inadequate provision for pedestrians and that it would have an adverse impact on the area.
