North Devon Council approves funding to continue the scheme in Barnstaple and Ilfracombe for another 15 months

Street marshals will continue to patrol Barnstaple and Ilfracombe’s town centres after funding for the scheme was extended.

North Devon Council's strategy and resources committee approved the release of £235,000 to continue the service for another 15 months, up to the end of March 2028, at its meeting today (Monday, 19 October).

Street marshals patrol Barnstaple seven days a week and Ilfracombe two days a week. They link in with the council's antisocial behaviour, CCTV and civil enforcement teams and Devon and Cornwall Police to provide an additional layer of safety and security in both town centres.

They have delegated powers to deal with antisocial behaviour in areas covered by public spaces protection orders (PSPOs), as well as delegated powers to disperse groups causing issues.

The incidents the marshals deal with are wide-ranging, from antisocial behaviour and street drinking to curbing retail theft and vandalism.

Another aspect of their role is offering protection and support to those in most need, whether it is safeguarding vulnerable people or being a first responder in a medical emergency.

The scheme has been in place in Barnstaple since December 2020 and was expanded to include Ilfracombe in 2023. The council says it has delivered significant results in reducing antisocial behaviour reports to the police.

Councillor David Clayton, council leader, said: “We know what a valuable difference our street marshals make in Barnstaple and Ilfracombe.

“Their presence gives reassurance to residents, businesses and visitors, and they are on hand to respond to reports quickly. The evidence they provide is invaluable in helping us and our partners take action against persistent problems.

“We want our town centres to be places where people feel comfortable and confident spending time, whether they live, work or are visiting, and continuing this scheme is an important part of achieving that.”
