SIR - Philip Milton's letter on David Cameron's broken pledge of a referendum on the Lisbon Treaty is so defeatist.

My question is, how can 'cast iron' Cameron, negotiate the return of any meaningful power from the EU, when he has nothing to negotiate with, and when our 'partners' have already said 'no'? But, if he held the referendum, the 'no' result would be a powerful signal that the British were not fools, and big changes must be made. If he was a really tough negotiator, he could take the UKIP position and withhold the �45 million a day, until he got a satisfactory outcome.
