Plans have been submitted to Torridge District Council for 28 new houses at a derelict site in Meddon Street, Bideford.
The application for the residential development at 81 Meddon Street has been submitted by developers Greendale Investments Ltd and Boden Homes Ltd.
The site currently holds outline permission for 42 new flats and houses, for which an extension of time was granted in November 2011.
This new application for reserved matters, including the landscaping and layout, came after a full assessment of the site was made, finding it more suitable for 28 residential units.
The development would include five one-bedroom flats, 15 three-bedroom houses and eight two-bedroom houses, including five affordable homes.
Bideford Town Council has recommended the proposals for approval, but requested to incorporate some form of pedestrian crossing.
