In all that time I have never viewed a risk to my children by having them change in the changing room.
I like the way the changing area is open. More cubicles would just make more perfect hideaways for weirdos.
Keeping the open space to change in as it is will keep everything out in the open and more weirdos would be exposed and recognised because their behaviour would be open and recognised.
