New PSPO addresses antisocial behaviour in North Devon towns

Measures to enforce a Public Spaces Protection Order (PSPO) to tackle antisocial behaviour in North Devon have been put in place by North Devon Council.
The PSPO, which was introduced by the council last year, deals with antisocial behaviour in Barnstaple and Ilfracombe and targets nuisance behaviours such as street drinking, drug use, public urination and aggressive begging (using intimidating language or actions, or begging within five metres of a pay point or cash machine).
The council is now working with partner agencies, including Devon and Cornwall Police, to enforce the PSPO by issuing fines to anyone who is found behaving in an antisocial way in the towns. Accredited Officers from the council (including Civil Enforcement Officers, whose role it is to deal with car parking in the district), have been given additional delegated powers to enforce the PSPO by issuing culprits with Fixed Penalty Notices of up to £100. Both they, and officers from Devon and Cornwall Police will be patrolling the areas subject to the PSPO.
Failure to pay the penalty could result in court proceedings and a fine of up to £1000. The PSPO was the subject of a public consultation earlier in the year, with participants largely in favour of introducing it.
Leader of North Devon Council, Councillor David Worden, said: “Antisocial behaviour of any kind is unacceptable and can have a really damaging impact on people's lives, so we welcome the ability to be able to deal with conduct of this kind in a more direct way. By working closely with partner agencies such as Devon and Cornwall Police we hope that the PSPO will have a positive impact on the community in their enjoyment of our two main towns.”
