LIBERAL Democrat Tony Clark won the Forches and Whiddon Valley by-election for a seat on Barnstaple Town Council. He polled 51.7 per cent of the vote.Mr Clark is well known in the area, having been involved in setting up the Forches and Whiddon Valley Community Centre in Barton Road. He is a former town and North Devon councillor.The by-election was held because the previous Liberal Democrat councillor was disqualified for not attending meetings for six months.Conservative David Lugger took second place and veteran former councillor Jim Bartlett came third. Gerrard Sables, the Communist candidate was fourth.Result: Tony Clark (Liberal Democrat) 287; David Lugger (Conservative), 165; Jim Bartlett (Independent), 97; Gerrard Sables (Communist), 11.
