The 41-year-old was charged on Sunday after an incident in Osborne Road.
An Ilfracombe man is due in court today (Monday) after being charged with possessing explosives for an unlawful purpose.
41-year-old Timothy Holman of Osborne Road was arrested by police on Friday.
Osborne Road remained closed on Saturday as police continued to search the address.
Local Inspector Roger Bartlett thanked the public for their co-operation.
He said: “I would like to thank the residents of Osborne Road and that locality for their patience and understanding over the past two days.
“We had to rehouse a number of residents for two nights until we were sure that the area was safe.
“The search was essential, and it was imperative that officers involved in the search had the time needed to ensure that no one came to harm.
“I am pleased to be able to reassure everyone that there is no ongoing risk to anyone in the area.”
