North Devon Council adopts no-casino policy to protect community

North Devon Council has officially adopted a No-Casino Resolution, reinforcing its stance against the establishment of new casinos in the district, even if future legislative changes allow for such applications. 

The decision, made on 20 November, reflects the council's ongoing commitment to safeguarding the community from the potential harms linked to gambling.

The No-Casino Resolution, approved by Full Council, will prevent any new casino applications from being considered or granted in North Devon. 

While current legislation already prevents the granting of a casino licence in the area, this resolution goes further by ensuring that the district will remain casino-free, regardless of any future changes to national laws.

This resolution follows a public consultation conducted earlier this year, during which 82 per cent of respondents expressed support for the policy. 

Concerns about gambling addiction, the negative impact on families and individuals, and the potential harm to the community were key reasons for the high level of backing. 

Councillors agreed that the decision aligns with the council’s priorities to foster community pride, prosperity, and well-being.

Councillor Louisa York, Chair of the Licensing and Community Safety Committee, emphasised that the resolution prioritises the well-being of local residents. 

She said: "The No-Casino Resolution ensures we are putting the well-being of our residents first. By adopting this policy, we’re protecting our community from the risks associated with casinos while supporting our goals for a safer, healthier, and more prosperous North Devon."

The council also updated its Gambling Act Statement of Principles alongside the resolution. These updates provide new guidance for licensed premises on social responsibility, clearer information on gambling-related harm, and updates on local demographic data, ensuring that North Devon’s gambling regulations reflect current community needs.

The council said this resolution is also part of the their efforts to address deprivation in North Devon, where 11 per cent of the population is income-deprived, and seven neighbourhoods rank among the 20 per cent most deprived in the country.

Importantly, the No-Casino Resolution does not affect other forms of regulated gambling or existing gambling establishments in the area. 

It specifically ensures that the district will remain free from new casinos.
