Gusts of up to 70mph are expected in coastal areas and on higher ground, and 50-60mph inland.
The winds will slowly ease during the afternoon but combined with heavy rain could make driving conditions difficult.
There is also a risk of possible disruption to power supplies, as well as high waves.
