MOTORISTS who park without a permit in streets with residents' only parking schemes are being targeted by North Devon District Council. Devon County Council's residents' parking scheme, which is enforced by North Devon Council's Civil Enforcement Officers, was introduced particularly to help local residents with no access to off-road parking to find a parking space within a short distance of their homes. It does not guarantee a parking space, but aims to tackle areas where parking can be an issue. The council has heard concerns from residents that people without permits are making it difficult for permit holders to find a space that they have paid for the privilege of using. In response the council's Enforcement Officers will be patrolling the areas and issuing fines of up to £70 to those who don't comply.Leader of North Devon Council Councillor Mike Harrison said: "Lack of parking in some of our more built up areas is a serious issue and these residents' parking schemes are put in place to help. It is only fair to the people who pay for a permit that those who don't are called into question. The message is simple - apply for a permit or risk a fine."The majority of residents' on-street parking schemes are operating in Barnstaple, although there is also one scheme in Woolacombe.Permits cost £12 for the year, with two permits allowed per residence. Visitors' permits can also be bought in books of 30 at £12 per book (maximum two books per year).Application forms are available from Devon County Council Highways at the Civic Centre, North Walk, Barnstaple. Applicants will need to provide proof of residency and car ownership. For more information about the on-street residents' parking permits contact Devon County Council on (01271) 388727 or go to www.devon.gov.uk.
