A 38-year-old man is in police custody following a fire in a Torrington flat which broke out just after midnight.
Fire crews from Torrington, Bideford and Appledore attended the blaze in a block of flats in Potacre Street.
The fire severely damaged a bedroom in a first floor flat, where it was thought two people may have been trapped. Howevere, they were found safe elsewhere.
Two people, a man and a woman, were rescued from a second floor flat by ladder. They were treated by an ambulance crew, but did not attend hospital.

A fire service spokesman said the cause of the blaze was being investigated.
A 38-year-old man from Torrington was arrested on suspicion of arson and assault and is now in police custody.
