Speed limit change comes into force on busy stretch of Plymouth’s A38

A new 60mph speed limit has come into force on the A38 in Plymouth.

The Moorlander can confirm the restriction went live at a second past midnight today (December 22)  and applies between the Marsh Mills junction and the Tamar Bridge.

A temporary 50mph speed limit remains in place on the approach to the Tamar Bridge as part of ongoing Saltash Tunnel works. 

National Highways has said this will be removed in the new year once the scheme is completed.

The change follows a safety review by National Highways, which found collision rates on the A38 Plymouth Parkway were double the national average.

Data recorded between 2020 and 2024 identified 157 collisions, resulting in 226 injuries.

The reduced speed limit follows a statutory consultation announced in September 2025.

New 60mph signage has been installed along the route, including on roadside and bridge structures.

National Highways said the speed reduction is intended to lower the number and severity of collisions and is the first step in a wider programme to improve safety on the route.

Jack Mason, National Highways’ South West Road Safety Manager, said the scheme was part of a long-term safety review and that further improvements were being planned at Manadon and Deep Lane.

He added the reduced speed limit would add approximately 49 seconds to journeys between Marsh Mills and the Tamar Bridge.

Works associated with the scheme included overnight lane closures, slip road closures and temporary diversions. 

National Highways said the scheme was completed by 22 December, allowing the new permanent speed limit to become enforceable shortly after.

Devon and Cornwall Police said they welcomed the changes, noting that inappropriate speed is one of the main factors contributing to serious and fatal road collisions.
