The law is a ... duck

What a pleasure it was to see Star the duck with his owner [Barrie Hayman], walking through Mill Street in Bideford just before Christmas. I feel it is a disgrace that some bylaw has stopped him from collecting for the children’s hospice.
I wonder how the people who make these laws would feel if they had a terminally ill child, and needed the wonderful help which the hospice gives.
There is enough sadness in the world, but here is a man and his duck, just trying to bring a little happiness to these children.
