Major plans submitted for new Barnstaple ‘neighbourhood’

Larkbear blueprint outlines proposals for 820 new homes on out-of-town greenfield site.

DEVELOPERS have submitted major plans for a new neighbourhood at Larkbear on the outskirts of Barnstaple.

The joint outline planning application by Persimmon Homes and Elan Homes proposes 820 homes on undeveloped land to the north and west of Lake village.

It follows public exhibitions in March and May this year, where local people were invited to view emerging plans for the site.

A planning statement submitted on behalf of the applicants by WYG Planning & Environment, said the site was considered to be a ‘highly sustainable location for a mixed use’.

It proposes up to 30 per cent affordable housing, and a ‘local centre’ for facilities such as a small shop, surgery, pharmacy, community hall and take-away.

A new primary school within the site could accommodate up to 205 pupils.

Primary access to the 58-hectare greenfield site would be via a new junction with the A361, with secondary vehicular access via Old Torrington Road.

Access to the south boundary of Petroc college would be for coaches only. The application also proposes closure of part of Lake Road to facilitate a new bus link to the train station.

The blueprint also details internal estate roads, footpath and cycleways, public open space, and a number of start-up business units and workshops.

The plans have undergone a period of public consultation that ends on November 8.
