The orders will be implemented all over the district, particularly in Bideford, Northam and Westward Ho! if passed by full council.

A NEW set of Dog Control Orders has been agreed on by Torridge District Council’s community and resources committee.

The decisions, which must be ratified at the next full council meeting before being implemented, followed a six week consultation exercise.

The consultation generated 465 responses, and a report was presented to the committee at a special meeting last week.

Councillors have agreed to impose a fouling of land by dogs in the district of Torridge order, after 99 per cent of those responding to the consultation agreed owners should be responsible for cleaning up after their dogs.

A dogs on a lead by direction order will be introduced in Victoria Park, Bideford, King George V playing fields in Bideford (to be reviewed after 12 months) and Northam Burrows between August 1 to the end of February.

Views on the directions however were mixed, with 57 per cent of respondents in favour of the order for Victoria Park and only 53 per cent in favour of the direction on Northam Burrows.

Only 32 per cent of respondents were in favour of a dogs on a lead order between March 1 and July 31, and after much discussion members voted not to implement this order.

But 82 per cent of consultation respondents were in favour of a dogs exclusion order which will be introduced for all play areas under the council’s control.

A further dog exclusion order and dogs on a lead order will also be introduced to directly replace existing byelaws on Westward Ho! beach and promenade.

Councillor Barry Parsons, chairman of the community and resources committee, said: “I believe these new orders are in the best interests of the people of Torridge.

“Certainly, we have taken on board comments made during the consultation process, and indeed during the meeting itself, and members entered into an open and frank discussion about each new proposal.”
