Council goes against recommended refusal to allow man build a house for his son.

COUNCILLORS went against a recommended refusal for a new home in Northam even though Highways raised issues with the access.

Applicant Barry Mitchell told Torridge District Council’s plans committee he wanted to build the house in his garden in Chircombe Lane for his son’s family to move into.

He said the development would also allow his daughter to get on the housing market for the first time by purchasing his son’s current home.

Councillors were concerned that the lane, which is part of the South West Coast Path, was not in a suitable condition to house another property.

“I don’t have a problem with building a house there, but the road has got to be improved,” said Cllr Peter Christie.

Devon County Council’s Highways recommended refusal of the new property, stating the road had ‘very poor’ surfacing and extra traffic would make this worse.

Mr Mitchell said there would be no extra traffic on the road, as his daughter would move out and take her car, which would be replaced by his son’s car.

“I therefore ask you to take Highways’ theory and consider it in the context of the actual activity of the lane,” he said.

Councillors voted six in favour of approving the application and three against.
