Permission sought for ‘affordable’ scheme off Ellerslie Road.

PLANS for 92 new homes on the outskirts of Barnstaple have been submitted to North Devon Council this week.

The outline application seeks permission for semi-detached and terraced homes, as well as apartments and bungalows, on agricultural land to the west of Oakland Park South and north of Ellerslie Road, between Bickington and Sticklepath.

Phase one of the Belmont Park ‘affordable local needs scheme’ also outlines public open space, footpaths and cycleways.

The amount of ‘affordable’ homes included would depend on the Section 106 contribution required by the district council, although it is estimated that the scheme would provide 37 low-cost properties.

The proposed development has been scaled back from a draft plan outlined at a public meeting at the Cedars Inn in April last year.

The original scheme proposed 144 dwellings, but has been reduced by 52 homes due to residents’ concerns raised about highway capacity and landscape impact.

A design statement submitted on behalf of applicant John Evans, of Bideford, by Urban and Rural Planning Associates Ltd, said: “There should be no doubt that the North Devon area requires more sites for housing over the next five years.

“As well as general housing need, there is a large shortage of ‘affordable’ dwellings.

“This would also provide up to 37 affordable local needs dwellings at no cost to the taxpayer and benefit the council through the payment of the Government’s New Homes Bonus.”
